President Joseph Nyuma Boakai, Sr., Issues Executive Order No. 158 Establishing the Liberia Corporation for Strategic Investment (LCSI)
Executive Mansion, Monrovia, Liberia - President Joseph Nyuma Boakai, Sr. has issued Executive Order No. 158 establishing the Liberia Corporation for Strategic Investment (LCSI) as a Special Presidential Project to drive the implementation of the Government’s Strategic Partnership Agreement with Afriland First Holding.
The Executive Order gives full effect to the Government’s commitment to sustainable economic transformation, enhanced resource mobilization, and inclusive national development. The LCSI is conceived as a joint venture vehicle that will serve as the principal instrument for implementing strategic national development initiatives under the Partnership Agreement.
Under the agreed ownership structure, the Government of Liberia will hold eighty percent (80%) ownership in the LCSI. Of this share, sixty percent (60%) of the Government’s equity shall be equally distributed among Liberia’s fifteen counties at four percent (4%) per county, while the remaining twenty percent (20%) shall be retained by the Central Government. Afriland First Holding will hold twenty percent (20%) ownership, with a minimum of ten percent (10%) of its shares to be opened for public and industry participation, including commercial banks, insurance companies, government entities, and other qualified institutions.
The LCSI’s mandate is anchored on the following key national priorities:
* Mobilizing domestic and international financial and technical resources for strategic development projects;
* Establishing rural micro-structures as engines of local economic growth and employment;
* Promoting agricultural self-reliance, particularly rice production and national food security;
* Facilitating the construction and renovation of military barracks and other critical public infrastructure;
* Conducting feasibility studies, policy research, and advancing digital transformation initiatives; and
* Coordinating and supporting the implementation of strategic national programs consistent with Liberia’s development agenda.
The Executive Order places the LCSI under the supervision and coordination of the Office of the Minister of State without Portfolio, which shall serve as the focal point for Presidential oversight and execution. A Board of Directors, comprising representatives of the Government of Liberia and Afriland First Holding, will provide governance and strategic direction, ensuring transparency, accountability, and full compliance with applicable laws and national priorities.
In furtherance of its mandate, the LCSI shall enjoy the rights, privileges, and immunities stipulated under the Strategic Partnership Agreement, including exemptions from certain taxes and duties, as provided therein. The Chief Executive Officer and designated senior and technical personnel shall enjoy diplomatic privileges to facilitate international cooperation and financing.
The Minister of State without Portfolio has been directed to coordinate the immediate establishment and operationalization of the LCSI, initiate pilot projects in rural development, agriculture, and infrastructure rehabilitation within twelve (12) months, collaborate with relevant ministries to complete all legal and administrative requirements for legislative ratification and institutionalization, and submit quarterly progress reports to the Office of the President.
Executive Order No. 158 is issued pursuant to Article 50 of the Constitution of the Republic of Liberia, which vests executive authority in the President to ensure the faithful execution of laws, programs, and policies in the national interest.
The Order shall remain in force for a period of one (1) year, during which the Government will pursue legislative ratification to transition the LCSI into a permanent statutory entity. Its expiration shall not affect the continued legal existence or operations of the LCSI once duly constituted and functioning.
